Troy Davis

Vice President, Product and Technology, University Technology

Davis is a technology executive with more than two decades of experience leading technology strategy, products, and operations across higher education, nonprofit, and corporate organizations. As vice president of University Technology at Western Governors University, he shapes WGU’s academic technology agenda, focusing on using technology to improve student learning and experience.

Davis brings deep experience building and scaling technology systems in higher education. Before joining WGU, he served as chief information officer at BYU-Pathway Worldwide, where he led the adoption of artificial intelligence across products and operations and guided the modernization and scaling of core systems and architecture as part of a strategy designed to support up to 1 million students.

His career includes leadership roles at CHG Healthcare, The Church of Jesus Christ of Latter-day Saints, and Hewlett-Packard. His experience spans technology strategy, product management, enterprise program management, global operations, and infrastructure. During a two-year assignment in Accra, Ghana, Davis led technology projects and operations across seven West African countries, including efforts to improve regional connectivity and strengthen the technology, business, and leadership capabilities of local teams.

Throughout his career, Davis has focused on how technology can improve the human condition. His work in higher education centers on leveraging technology, including AI, to reduce friction, enhance learning experiences, and build systems that serve students at scale.
